Summary:

Under direction of Harbormaster, performs all functions within the aspects of the port and harbor facility operation - including coordinating vessel traffic, scheduling, and tracking of necessary info1mat.ion for billing purposes. Monitors and advises user compliance with established port rules and, regulations and provides services to vessels. Routinely works with public works and building maintenance staff regarding facility maintenance and operations.

Essential Duties and Responsibilities:

  • Assists Harbormaster with scheduling, monitoring and documenting of all inbound and outbound vessel traffic; arranging use of storage lands; securing billing information for Port of Nome; communicating with users to schedule facility use; tracking progress of vessel loading or unloading; enforces user compliance of port rules and regulations; provides a variety of information and contacts to port users concerning services available.
  • Assists Office Manager with port files and records as needed. Responsible for tracking special projects in the field; preparing inventory lists, materials/supply orders, drafting reports regarding facility incidents; handling brief correspondence and calls regarding port operations; responsible for monitoring life jackets and displays, life rings and water trailer condition; assists Harbormaster in documenting daily port activities in pem1anent logbook; continuously monitors and communicates via marine band VHF radio and maintains frequent presence at facility to assist users; ensures safe use of facility at direction of Harbormaster and assists public works crew with installation and removal of facility equipment and necessary maintenance/repairs.
  • At the direction of the Harbormaster, may participate in meetings with port commissioners and various industry representatives; may assist with oversight of lease compliance and contract management; may interface with Office Manager regularly on customer accounts and property use. Under guidance of the Office Manager, must be able to operate computer accounting system to receipt payments and issue docking permits.
  • Performs a variety of unskilled and semi-skilled maintenance and repair projects. Responsible for inventories on consumable spill supplies and fuel transfer supplies. Works with Public Works crew to maintain various buildings and equipment at the port facility. Assists in monitoring fuel transfers and delivering fresh water to customers at facility. Must connect & disconnect hoses as needed, track product quantity, maintain radio contact during transfers and ensure the safe operation and level of initiative and be able to work with minimal supervision; be able to learn and retain· knowledge  of  federal,  state  and  city  laws, policies and  procedures;  ability  to  complete  projects independently with inflexible deadlines; ability to use proper judgment and to prioritize work assignments; ability to make decisions and take necessary action; be able to fit into a public/professional office environment. Ability to work additional hours including evenings and weekends during the summer season is necessary. Ability to maintain confidentiality is mandatory.
  • Performs other related duties as assigned. Position may require extended hours on evenings and weekends.

Supervisory Responsibilities

May occasionally direct helpers, assistants, seasonal employees, interns or temporary employees.

Skills, Abilities, Qualification Requirements:

Advanced knowledge of the subject matter. Complete comprehension of the subject area to solve common and unusual problems, able to advise on technical matters, and serve as a resource on the subject for others.

  • Ability to effectively present information and respond to questions from facility users, department managers, Port Commission, agencies, and the general public;
  • Knowledge of State law and local ordinances;
  • Knowledge of the purpose, organization, rules and regulations of the Port;
  • Ability to operate computer programs; and complete work using various software programs;
  • Must be able to work well under pressure; meet the public in person or over the telephone in a courteous and professional manner;
  • Work harmoniously with numerous personalities; have a high level of initiative and be able to work with minimal supervision;
  • Ability to use proper judgment and to prioritize work assignments;
  • Ability to make decisions and take necessary action; be able to fit into a public/ professional environment.

Education and/or Experience and/or Certifications/Licenses and/or Background

  • Must be a high school graduate or GED equivalent. Two (2) or more years of experience in a similar role.
  • Must pass background check and obtain a Transportation Worker's Identification Card to be compliant with federal regulations.

The employee is frequently required to perform duties outside of the office in various weather conditions which may include high winds, rain, mud, snow, ice and cold temperatures. The noise level in the indoor work environment ranges from light to moderate and outdoor environment from moderate to heavy.

The employee is expected to use appropriate protective equipment for the assigned task; and any other equipment as apparent or assigned.
